Philip Tattaglia runs one of the Five Families and makes the mistake of backing Sollozzo against the Corleones. Victor Rendina plays him with minimal screen time but maximum consequences. Tattaglia's family is behind the assassination attempt on Vito, the murder of Sonny at the tollbooth, and various other moves in the mob war that occupies the film's middle act. He appears at the meeting of the Five Families that brokers peace, sitting across from the wounded Don Corleone, and he's one of the heads of family eliminated in the baptism montage at the film's climax. Michael settles all family business in a single afternoon.
A watch is visible on Rendina's wrist, but the brand and model have not been identified. Tattaglia is a rival boss in the 1940s and 1950s, a man with money and territory and the ambition to take more. Whatever he's wearing would be consistent with the postwar Italian-American criminal class that Coppola dressed with such period accuracy. But Tattaglia is a secondary antagonist. He gets killed offscreen while the camera stays in the church with Michael and the baptism. Even his death is an afterthought.
